The Wisconsin Department of Corrections is confining prisoners to their cells due to a lack of staff to operate facilities at full capacity — a practice unfolding at more prisons than officials previously acknowledged.
Talib Akbar, seen here speaking at a protest at the state Capitol earlier this month, was incarcerated for 20 years before his release in 2013 and spent at least 10 stints in solitary confinement. Inmate advocates are calling on the short-staffed Wisconsin Department of Corrections to lift restrictions on prisoner movement, reduce the prison population and invest in community-based programs that aid prisoner rehabilitation.
