Congressman and Republican gubernatorial candidate Tom Tiffany spoke on the failed surplus deal during a WisPolitics-State Affairs luncheon. "We should return all of the surplus to the tax payers. That was the difference of opinion that I had with Governor Evers," Tiffany said. "[Evers] was wanting to return some of it. I believe we should've returned all of it."
