To put that into some perspective, $522 million would already be more than the rest of Racine County’s combined manufacturing tax base of $513.9 million as of last year.

Local officials continue to seek clarity on what Foxconn is planning to produce in Mount Pleasant, and what the timeline for that is. But clear answers remain few and far between from the Taiwanese tech giant, in part because of COVID.

“So, y’know, this is a transmission from a ship right before it hit an iceberg,” the Wisconsin Policy Forum's research director said of the new report. “All the trends we’re going to talk about are positive. But … the reason for that is, is that this is pre-COVID-19 (property values) … There’s clearly going to be some change.”

“When we originally did this, we thought they were building a lot out there," Howard Haubrich, a real estate agent with Bear Realty, said of what he had hoped would happen with Foxconn being literally across the street from a 30-plus-acre Mount Pleasant property he's trying to sell. The challenge remains in "Trying to find a developer or someone that wants to buy up that side of the road."

Foxconn Chairman Young Liu said Tuesday that the company will announce what it plans to produce in Mount Pleasant within the next four months.

The Village of Mount Pleasant, Racine County and Foxconn Technology Group are not currently planning to renegotiate their contract, now that the state has finalized its downsized renegotiated contract with Foxconn, but a renegotiation is not off the table.

Ashley Capital, a New York-based privately-held real estate investment company with an office in Chicago, is the contract buyer of about 48.5 acres of land in the northern area of TID No. 5.
